Prerequisites for the target program "Accessible Environment" for the disabled

Preparation of the principles of the state target program "Daccessible environment" for the disabled took place in 2008-2011. By the time the program was developed, the number of disabled people in the Russian Federation, especially among children, had increased significantly: almost 9% of Russians were officially recognized as such, and about 30% of them were people of working age. The number of children who were recognized as disabled from birth increased at an alarming rate.

Thus, a huge segment of the population actually turned out to be excluded from public life due to various barriers, both physical and psychological, that stand in the way of disabled people who want to actively participate in society. In order to remove these barriers, a program "Accessible Environment".

Unlike programs for targeted assistance to the disabled, the state program aims to improve the quality of medical care and the life of this category of citizens as a whole, as well as providing them with the same opportunities in all areas of life that people who are not disabled have.

Program settings and tasks

In order to implement the concept accessible environment program divided into two stages. The first stage, the implementation of which was planned for 2011-2012, consisted in preparing the necessary legal and regulatory framework, conducting consultations and studies, as well as developing the technical and instrumental means necessary for the second stage. The second stage was planned for 2013-2015, but later the program was extended until 2016.

The total amount of budgetary funds planned for the implementation of the program also increased - from the initial 46.89 billion rubles. up to 168.44 billion rubles. In addition, some adjustments were made to the program already in the process of its implementation, the latest of which date back to February 2015.

The tasks to be solved during the implementation of the program are:

  • assessing and increasing the level of accessibility of facilities and services for people with disabilities,
  • providing equal access to rehabilitation facilities and services for all persons with disabilities,
  • modernization of the work of the state system of medical and social expertise.

Also among the tasks of the program is the formation of a friendly attitude towards the disabled.

The interests of the disabled have also been taken into account in other federal targeted programs. For example, the Federal Target Program "Promotion of Employment of the Population" provides for compensation to the employer for organizing a workplace for a disabled person. For 2015, the amount of such compensation is an average of 66.2 thousand rubles. Thus, support for disabled people and the formation of an accessible (barrier-free) environment will continue at the federal level even after the end of the federal program "Accessible Environment".

Analysis of the implementation of the "Accessible Environment" program

By 2016, it is planned to improve the quality of life of people with disabilities in a number of parameters (a total of 9 parameters are program targets). Each of them has an initial value and a final target, which is planned to be achieved by 2016.

Current target performance data program "Accessible Environment" can be found on the website "Federal Target Programs of Russia" (http://fcp.economy.gov.ru), where the "Programs" section provides the main data of the program and the planned values ​​of target indicators for each year of its implementation. The implementation of the first phase of the program in a number of areas was delayed until the end of 2013. At the beginning of 2015, cash execution of the budget plan for program "Accessible Environment" amounted to 8.49 billion rubles - this figure is much less than the planned expenditure of budget funds. It should be noted that the second stage of the program is being implemented with the participation of regional budgetary funds, and the development of the budget depends on the activity of officials and the public on the ground.

Regional programs to improve the quality of life of people with disabilities

The implementation of the FTP "Accessible Environment" is implemented at the expense of extra-budgetary funds and funds from the federal and regional budgets. The constituent entities of the Russian Federation are responsible for 40% of the financing of the program, but the possibilities for financing social programs vary from region to region. This significantly hinders the implementation of the planned activities, since the regions receive budget allocations from federal funds for the implementation of federal programs only on the condition of their own investments (and in proportion to their size).

Regions that actively participated in the implementation program "Accessible Environment", according to reports, were: Astrakhan, Irkutsk, Omsk, Voronezh, Samara, Tyumen, Ulyanovsk regions, Khabarovsk Territory, as well as the Republic of Altai, Karachay-Cherkessia, Sakha (Yakutia), Udmurtia.

It should be noted that a number of subjects have adopted their own programs to implement the concept of an accessible environment both for the period of the federal target program and for the period following the year of its end.

However, the main thing in the concept of an accessible environment for people with disabilities is not to forget about their needs in the implementation of any initiative, both public and private. In this regard, the experience of the Khanty-Mansiysk Autonomous Okrug - Yugra is very indicative, the regional programs of which, even though they are not targeted for the needs of the disabled, still take into account the interests of this population group.

"Accessible Environment" is a multi-purpose state program aimed at protecting and supporting certain segments of the population, whose activities are limited due to physical or mental illness.

In other words, these are various measures supported at the federal and regional levels and contributing to the rehabilitation and habilitation of other people belonging to a sedentary group of the population.

Legislative base of the program

The "Accessible Environment" program was approved in accordance with the order of the Government of the Russian Federation on November 17, 2008.

This document confirmed the fact that Russia is ready to fight for the rights of people with disabilities and finance their rehabilitation and habilitation in accordance with the international treaty - the Convention on the Rights of Persons with Disabilities of December 13, 2006.

The initial term of this federal program is from 2011 to 2015. But later it was decided to extension until 2020.

Currently all set of measures divided into 4 parts:

Responsible executor program "Accessible Environment" is the Ministry of Labor and Social Protection of the Russian Federation. The participants are a number of state institutions and departments, for example, the Ministry of Construction, Education, Communications, Industry, as well as the Pension and Social Insurance Fund.

    • installation in an educational institution of special, including educational, rehabilitation and computer equipment, as well as the purchase of appropriate vehicles so that a child who has impaired vision, hearing or musculoskeletal system can study on an equal basis with everyone else;
    • bringing an existing building or structure in line with the requirements of the building code and rules that determine accessibility for the disabled;
    • adaptation of the entrance, stairs, ramp exit, service area, sanitary and hygienic premises and the adjacent territory;
    • equipment of a building or structure with an elevator or other lifting device, equipped in turn with a voice alert and a spatial-relief indicator, and much more.
  2. Improving the mechanism in accordance with which services are provided in areas such as rehabilitation and state medical and social expertise. For these purposes it is necessary:
    • revise the classification and criteria used in the examination of a citizen;
    • improve the quality of activities that are carried out in accordance with the individual program of rehabilitation and habilitation of the disabled (disabled children);
    • develop and implement an independent assessment of the quality of services provided during medical and social examinations.

As new methods of diagnosis and treatment are emerging everywhere, we need to take a fresh look at the rationale for disability.

Thus, separate, more detailed classifications and criteria for establishing a disability group for a child should be developed. It is impossible to ignore the clinical and functional features at any age stage of its development. To eliminate any social risk, 2 regions of the country have planned a pilot test for 2017, revision for 2018, and implementation only for 2019.

In 2017 new classifications and criteria developed, in accordance with which it is determined how much professional ability to work is lost as a percentage as a result of an accident or occupational disease. Approbation and implementation will be carried out in stages.

Improving the quality of service delivery medical and social expertise involves the implementation of the following provisions:

  • provision of staffing;
  • openness of the activities of these institutions;
  • ethics and official behavior will be given special attention, for example, any decision made must be explained to the citizen;
  • preventive measures against corruption violations.

Spheres of life

First of all, the transformation will affect the appearance of cities - starting with the notorious ramp and ending with a new universal design that allows a blind or deaf person to navigate the street on a par with an ordinary passer-by.

Inside the building, they are equipped with luminous scoreboards and signs with a dot-relief font (Braille). In each public institution, it is planned to organize places for the disabled, as well as install special cash desks, payphones and systems for synchronous output of information in speech and text format.

“Accessible Environment” is the base that facilitates association of disabled people and society. The implementation of the complex of envisaged measures makes it possible to turn a person with disabilities into a subject capable of becoming a full-fledged participant in such areas of activity as: cultural, social, political and many others. Thus, people of this category will be able to realize their constitutional rights, their own potential and develop the state as a whole.

Program funding

The state program "Accessible Environment" was adopted in order to to create legal, economic and institutional conditions that will enable the integration of persons with disabilities into society and improve their standard of living.

Amount of planned financing the state program for 2011-2020 is more than 424 billion rubles.

Subsidies to the subjects of the Russian Federation for the implementation of the tasks specified in the program are distributed from the federal budget in accordance with the approved rules.

Order of implementation

Rehabilitation of disabled people is not just an urgent problem for society, but also a priority direction of state policy.

The accessible environment is information, communication and transport equipped in such a way that a person with limited abilities can feel completely independent.

First of all, accessibility should be ensured in institutions of a medical and preventive nature, namely, in polyclinics, dispensaries and centers of various levels of service (both rural and republican).

Any entrance group, traffic path, sanitary room, reception or elevator must be equipped in such a way that:

  • availability;
  • safety;
  • comfort;
  • informative.

Regional features

The Accessible Environment program is being implemented on the territory each region of the country.

Yes, in Moscow The most striking example of the work done is the Tennis Park, located on Ryazansky Prospekt, a sports facility equipped with a barrier-free environment. It is here that Paralympic tennis lessons are held in wheelchairs. Athletes use adapted sanitary facilities and car parking, in addition, tactile traffic patterns are located in the building, ensuring the accessibility of visiting the sports complex.

Since 2012, schools, kindergartens and psychological, medical and social centers have been actively equipped with a number of technical devices and aids. In many educational institutions there appeared: a "marquee" and an electronic scoreboard, a telescopic ramp, a mobile stair lift and an information terminal. All these devices allow teaching children with different levels of health.

Tver region actively equips employment centers and cultural institutions with technical equipment. Basically, the following equipment was purchased: a personnel call system, mnemonic circuits, sound amplifying equipment and a number of other technical means that help people with disabilities feel more confident.

AT St. Petersburg social support for the disabled is a priority area of ​​activity that contributes to the improvement of their social status and quality of life.

In accordance with the state program "Accessible Environment", the northern capital is gradually providing unhindered access to social facilities that are a priority for people with disabilities.

St. Petersburg is actively developing a system for organizing the education of children with developmental disabilities that are severe or multiple in nature (they do not move independently). Special (correctional) schools are located in the Admiralteisky, Vyborgsky, Primorsky, Petrogradsky and Kalininsky districts.

The Transport Committee is implementing the rolling stock of urban transport, which is characterized by a lowered floor level, retractable ramps for boarding and disembarking a sedentary group of the population. Work is also underway to ensure the accessibility of the subway.

According to 2017 statistics, there are about 15 million people with disabilities in Russia, which is 10% of the total population. It's hard to believe, since you can rarely meet a disabled person in public places. This is due to the infrastructure of Russian cities, which is absolutely not adapted to the needs of people with disabilities. The Government of the Russian Federation intends to correct the current situation with the help of the federal program "Accessible Environment". Let us consider what the main tasks and stages of this program are, as well as what results have been achieved to date.

Legislation

The authorities took care to create comfortable living conditions for people with disabilities after Russia signed in September 2008 the UN Convention on the Rights of Persons with Disabilities. In the same year, the government adopted, which became the starting point of the "Accessible Environment" program. Later, the program was extended more than once, and the last regulatory document in force in relation to it is (as amended on 11/09/2017).

Terms of the program implementation

According to the latest resolution, the total period for the implementation of the program falls on 2011-2020. It includes 4 stages.

  1. Preparation of the legislative base in the period from 2011 to 2012.
  2. Formation of the material base from 2013 to 2015. This implies the additional equipment of public facilities with special devices for the disabled, the construction of rehabilitation centers, their technical equipment, etc.
  3. In 2016-2018, the implementation of the main tasks of the state program falls, which we will consider later.
  4. From 2020 to 2020, it is planned to sum up the results of the work done and develop further directions for development.


The Ministry of Labor and Social Development was appointed the body responsible for the phased implementation of the state program. Other participants include the Pension Fund, the Social Insurance Fund, the Ministries of Education, Sports, Housing, Finance and other departments. Of course, the activities and initiatives of regional authorities are also important.

Goals and objectives of the program "Accessible Environment"

The main goal of the program is to improve the quality of life of disabled people and their integration into society. Its implementation is planned by achieving the following objectives.

  1. Creation of an accessible environment for people with limited mobility to vital facilities and services of urban infrastructure.
  2. Providing affordable rehabilitation and habilitation (formation of new skills) services for citizens with disabilities. The same task implies access to educational services and employment.
  3. Increasing the transparency of the work of ITU experts and the objectivity of their decisions.

A budget of 401 billion rubles is planned for the implementation of the tasks set. In particular, in 2020 it is planned to spend over 45 billion rubles. The sources of formation of the budget of the program are the federal budget and state off-budget funds.

Based on each of the above tasks, separate subprograms have been compiled.

Subprogram No. 1

The first subprogram is aimed at assessing the existing level of accessibility for the disabled of vital objects of the urban environment, as well as creating conditions for its improvement.

The activities under this subprogram include the following.

  1. Design of new buildings and modernization of existing ones, taking into account the needs of people with disabilities. These are ramps and elevators for the free movement of sedentary citizens, the creation of additional banners that make it easier to find the right object, etc. It is necessary to adapt not only government departments, but also residential buildings under construction to the capabilities of the disabled.
  2. Installation on the streets of traffic lights and stops with sound.
  3. Equipping public transport with retractable ramps and introducing new units with a lower floor level.
  4. Providing children with disabilities with the opportunity to receive education on an equal basis with other peers. This concerns not only the creation of a barrier-free environment, but also the technical equipment of schools with equipment for the physical and psychological recovery of children (simulators, computers for children with hearing and vision impairments, sensory rooms for relaxation, etc.). It is equally important to have psychologists in the staff of an educational institution who provide support to a disabled child in case of problems in communicating with peers.
  5. Financing of sports institutions whose activities are aimed at the development of adaptive physical education and Paralympic sports.
  6. Carrying out cultural events involving the participation of persons with disabilities.
  7. Implementation of sign language translation in the broadcasts of the main Russian TV channels.

A budget of 35 billion rubles is planned for the implementation of subprogram No. 1.


Subprogram No. 2

The second subprogram is aimed at improving the quality and accessibility of rehabilitation and habilitation services for people with disabilities. Another important goal is to create conditions for them to receive professional training and further employment on an equal basis with those citizens who do not have health restrictions.

To achieve the goals set, a number of activities are planned.

  1. Assessment of the needs of the disabled and the creation in accordance with them of an industry for the manufacture of specialized goods.
  2. Opening of centers focused both on the general rehabilitation of the disabled through medical treatment and sanatorium services, and medical habilitation in the form of reconstructive surgery and prosthetics.
  3. Introduction to the educational program of lessons aimed at forming an adequate perception of children with disabilities by other peers.
  4. Organization of joint events by social authorities. protection and employment centers for the vocational training of citizens who, due to health problems, have lost the opportunity to work in their former specialty.
  5. Incentives for employers through tax incentives to create jobs for the disabled.

Funding in the amount of 33.5 billion rubles is provided for the implementation of these goals.


Subprogram No. 3

The third subprogram is aimed at improving the objectivity of ITU decisions. The goal is planned to be achieved through the implementation of the following activities.

  1. Development of new methods of examination.
  2. Improving the criteria for assigning disability groups.
  3. Equipping the ITU bureau with modern diagnostic equipment.
  4. Creation of a system for independent evaluation of the effectiveness of the work of ITU experts.
  5. Establishing effective interaction between ITU institutions of different levels.
  6. Improving the qualifications of employees.
  7. Establishment of public councils at the main ITU bureaus that consider citizens' complaints about the unethical behavior of experts.
  8. Anti-corruption. To this end, it is planned to introduce into the activities of the ITU such modern technologies as electronic queue, audio and video surveillance.

It is planned to allocate 103 billion rubles for the implementation of subprogram No. 3.


Expected results

By the end of the "Accessible Environment" program in 2020, it is planned to obtain the following values ​​of target indicators:

  • increasing the share of engineering and transport infrastructure facilities accessible to people with limited mobility up to 55%;
  • the formation of a positive assessment in 52.5% of disabled people about the attitude towards them in society;
  • equipping up to 44.7% of regions with rehabilitation centers;
  • an increase in the proportion of citizens who have completed rehabilitation and habilitation courses, up to 53.6% among the adult population and up to 69.3% among children;
  • increase in employment among able-bodied disabled people up to 40%;
  • equipping 100% of the main ITU offices with modern diagnostic equipment.

These are the targets for 2020. But additions are introduced into the program every year, which are reflected in its final goals.


Intermediate results of the program

At the end of 2017, the following results were achieved in the field of improving the quality of life of people with disabilities.

  1. On January 1, 2017, the federal register of persons with disabilities began to function. It is an information service in which each participant has access to a personal account with information on all payments and benefits due to him. The system allows access to public services in electronic form without visiting departments.
  2. The share of public transport equipped with specialized devices for the disabled amounted to 11.1%. At the beginning of the program, the figure was 8.3%.
  3. The number of subtitled television programs increased 5 times.
  4. The accessibility of medical institutions for people with limited mobility increased to 50.9%.
  5. The share of accessible cultural institutions reached 41.4%.
  6. Among sports facilities for the disabled, 54.4% became available.
  7. In the field of education, 21.5% of schools are adapted to the needs of children with disabilities. At the beginning of the program, this figure was only 2%.
  8. In 2017, a pilot project was launched to introduce a system of comprehensive rehabilitation for people with disabilities in the Sverdlovsk Region and the Perm Territory. About 300 million rubles were spent on its implementation during the year.
  9. 32.84 billion rubles were allocated to provide needy citizens with auxiliary technical means for the year, which made it possible to cover 1.6 million people.
  10. In November 2017, the deputies in the third reading adopted a draft amendment to the federal law "On Employment in the Russian Federation". Its goal is to bring Russian labor legislation into line with the UN Convention on the Rights of Persons with Disabilities. The bill provides for the interaction of ITU institutions with employment centers in terms of increasing the proportion of employed people with disabilities. Currently, only 25% of able-bodied citizens with disabilities have a permanent job. In Europe, this figure reaches 40%.

The scale of the implementation of the state program in certain subjects of the Russian Federation also depends on the activity and financial capabilities of the regional authorities. Some of them have achieved significant results in improving the quality of life of people with disabilities. So, in the capital of Buryatia, a whole residential area was designed for people with disabilities. In addition to housing stock, it includes medical facilities, shops, and sports facilities. Houses adapted to the needs of wheelchair users are also being actively built in Moscow and St. Petersburg.

The implementation of the program "Accessible Environment" has been carried out for 7 years. During this time, it was possible to achieve significant improvements in the quality of life of disabled people and their position in Russian society. The first significant results confirm the correctness of the chosen direction, in connection with which the government is considering the possibility of extending the state program until 2025.

It has been proven that the infrastructure of Russian cities is not adapted to the needs of the disabled, and therefore you can rarely meet them on the streets, despite the fact that there are about 15 million people with disabilities in the country - this is 10% of the total population of the country. That is why the authorities approved the federal program Accessible Environment for the Disabled 2016-2020.

When will the program "Accessible Environment" for the disabled 2016-2020 be implemented?

Responsible for the implementation of the program is the Ministry of Labor and Social Affairs. development, participate in the program of the Social Insurance Fund, the Pension Fund of the Russian Federation, the Ministry of Finance, the Ministry of Education, the Ministry of Sports and Housing.

It is assumed that the program for adapting infrastructure to the needs of people with disabilities will operate from 2011 to 2020. The program will be implemented in stages:

  1. The first stage will be the preparation of laws (2011-2012) to regulate the implementation of the project.
  2. The second stage will be the formation of a material base - the construction of rehabilitation centers, the additional equipment of public places with devices for the use of the disabled, the technical equipment of buildings, etc. (2013-2015).
  3. At the third stage, the basic tasks of the program (2016-2018) will be implemented.
  4. At the final, fourth stage, the authorities will sum up the results of the work and develop a further development plan (2020-2020).

What was the purpose of the “Accessible Environment” program for the disabled 2016-2020

401 billion rubles have been allocated from the country's budget and off-budget funds for the implementation of the program.

The main objective of the program is to help people with disabilities integrate into society and improve the quality of life of people with disabilities. The project will be implemented through the achievement of the following goals:

  • increasing the transparency of the work of specialists in medical and social expertise, as well as increasing the objectivity of decisions made during the medical examination;
  • increasing accessibility for disabled people of services, rehabilitation and habilitation (learning new skills), providing access to education and work;
  • creation of an accessible environment for people with disabilities who are forced to move in wheelchairs to the most necessary services and infrastructure facilities of the settlement.

To implement all the plans, the program was divided into subprograms.

Accessible Environment Program for the Disabled 2016-2020: First subprogram

It is assumed that 35 billion rubles will be spent on the first subprogram.

According to the terms of the subprogram No. 1, the following activities are carried out:

  1. Providing Russian TV channels with sign language translation and subtitles.
  2. Organization of cultural events especially for people with disabilities.
  3. Funding for institutions that enhance the development of Paralympic sports and adaptive physical education.
  4. Assistance to children with disabilities in obtaining education. Educational institutions are equipped with special equipment, child psychologists are hired.
  5. Urban transport is equipped with ramps with a retractable system for moving a wheelchair. New buses with a low floor are being produced.
  6. Bus stops and traffic lights are equipped with devices that provide sound accompaniment.
  7. Modernization of the building, taking into account the needs of the disabled. Design of new buildings with elevators, ramps, additional banners.

Accessible Environment Program for the Disabled 2016-2020: Second subprogram

The cost of Subprogram No. 2 is 33.5 billion rubles.

Within the framework of subprogram No. 2, the following activities will be carried out aimed at ensuring the availability of rehabilitation services:

  1. Assessment of the needs of people with disabilities. Creation of production, with the help of which specialized devices would be made.
  2. Easing the tax burden for business leaders who are ready to hire people with disabilities.
  3. Inviting people with disabilities to vocational training courses if they have lost the opportunity to work in their specialty.
  4. Conducting new school lessons, the purpose of which is to form an adequate attitude towards children with disabilities.
  5. Opening and equipping of new medical clinics, whose activities will be focused on prosthetics and reconstructive surgery, as well as general rehabilitation (drugs, sanatoriums).

Accessible Environment Program for the Disabled 2016-2020: Third subprogram

The authorities allocated 103 billion rubles for the last subprogram No. 3.

The government believes that increasing the objectivity of experts in medical and social expertise can be achieved through the following activities:

  1. Countering corruption by equipping institutions with video surveillance, audio surveillance, electronic queues.
  2. Organization of public councils at the main bureau of medical and social expertise, which would discuss the unethical behavior of specialists.
  3. Advanced training of ITU experts.
  4. Ensuring effective interaction between ITU bureaux at different levels.
  5. Ensuring the operation of the system of independent evaluation of the effectiveness of the activities of the specialists of the ITU bureau.
  6. Acquisition of diagnostic equipment for the ITU Bureau.
  7. Rethinking the criteria by which disability groups are established.
